The notion that these were sixty random members of the public, or sixty people randomly picked from amongst those that applied is frankly laughable. Here's an example of what will be reported to have been said, maybe with some very few exceptions; "Mr Bliar, your Government has done wonderful things over the past decade and transformed the UK for the better, but what can you do before you leave office?" And so on and so forth such guff. Are you seriously suggesting that Bliar didn’t have his sixty guests hand picked?
