		<description>There seem to be floods in Texas and china right now. I've seen suggestions that El Nino may be to blame. If this was true then government should have known and prepared - instead of being involved in a navel gazing session on who would be rewarded with John Prescott's Pies and who had any guts to stand against Gordon Brown.

Is there a wider case of government failure in play here ?</description>
