		<description>My other half works for the NHS. One of the biggest problems is that *noone* takes decisions. *everything* is decided by committee. 

There needs to be some way to empower people to make decisions, and allow them to make mistakes, at least on the non-medical side. Obviously this goes against the ethos from the medical side of not doing anything that may increase the risk of harm. And there is the problem. 

You either have medical people involved in running the hospital who may not have a good per from the business side of things. Or you have external managers running things, who have no respect form the medical staff.</description>
